2 carries for Daniel Carter

I don't understand Carter only getting 2 carries in that game. When they had the ball after the missed field goal, why wouldn't he be in there to help run out the clock? The 2 carries he did have were productive. I just don't understand Bell's rationale on Pitt's last offensive drive.
