It's that, but it sounds like it's much bigger. Pitt is using that hashtag to represent what it wants all of its recruits to do. Pitt wants all the recruits to join the #412Crew - i.e. come to Pitt. It's a movement; the coaches are saying, "Be part of the #412Crew."
So the next time you see it on Twitter, that's what they're talking about. It's not just an allusion to the local kids; it's a message to everybody Pitt is recruiting.
