How can Henderson, who is a consensus All-American, be ranked #23?

How can Henderson, who is a consensus All-American, be ranked #23?

Because he's an all-American as a specialist.

The All-American team has a PK and a punter too... but neither of those would be considered in the Top 25 players in their conference.

Pitt with 3 in the top 9. QH should be a preseason AA as he too had a great season.

Fair enough based on what I included as a qualifier. Neither the P or K consensus All-Americans were from the ACC, but I see your point.
