PSU is rewarding its cultists' loyalty by saying if you want a refund you won't lose your season tickets next year but you may get your seats moved and lose your guaranteed parking space that comes with the tickets
Also you cant get a refund or roll-over option for your "seat contribution." Which you have to pay before you can even get to buy your season tickets. You have to pay to be able to pay lol. PSU season ticket holders will be paying two year's worth of seat contributions (2020 and 2021) for one year's worth of tickets (2021)
