I see that Milan Brown was promoted. What did he do to deserve this?

Capel and his buddies are stealing money from Pitt. Capel put together a terrible staff and then doubled down by promoting Brown. If Capel cared, then he would have already made changes to the staff. 6 straight losing seasons for Capel going back to Oklahoma.
