Caught with weed???

I just saw that being caught with weed at state college will be a summary offence and not a misdemeanor. The law change keeps a misdemeanor drug charge from stopping students from getting student aid. Just curious what the law is in Pittsburgh. I guess a small amount of weed will be the same as an open container.
