The current staff is hesitant to go after any but the absolute best local players, because they worry that bringing in someone who is just a role player or an end of the bench player who doesn't get meaningful minutes sets them up for bad publicity locally. "So and so was great in high school, why won't you play her?" That kind of thing.
If that's what the Pitt coaching staff is doing, it makes sense.
