The athletic departments at the participating schools always get tickets. When you account for the player and staff tickets there aren't many left over for the first two rounds. There are typically a lot more (relatively speaking) for the second and third weekends, so in the past the school always sold at least some tickets to Panther Club members based on their giving level and place on the donor list.
