FPI to win Coastal

Not sure how they calculate this but just saw on ESPN that VA is still the FPI leader to win the Coastal, which isn’t shocking. However they have UNC as second, Duke as third and Pitt is 4th at a 13% chance. UNC was 30%. How is that possible?
