When did this stuff start? Seems to be a 2-3 year phenomenon that is blowing up. Seems almost important as recruiting now as you will not likely get an elite player but someone who can be a glue person or key contributor. Biggest upside is there is not much risk as they have 3 years under their belt and you know what you have in most regards unlike an HS senior.
 
I'm sure it was 2005. I remember reading an article when the rule was instituted that gave an example where Matt Leinart could have left USC after 2004 and transferred to Ohio State if the school offered a graduate program that USC didn't offer. Urban Meyer took advantage of it and brought in a safety from Utah to play on his Florida title team of 2006.
 
It just seems that this is very important, ala plug the holes, and a second recruiting period.
