Good question. I didn't see anyone with that title among the 500 (maybe it just appears to be that many) employees in the athletic department.

I would feel better about this if the guy came from a place that has a large fanbase and knows how to get people to the stadium.

PITT needs a new message for PITT football.
Winning will help but it has to be clear that PITT is committed to the PITT football program.
