They are not just biding their time and waiting for future prospects to develop. The way the college roster rules currently exist, it can be pretty difficult to add pieces to a roster with guys able to immediately play the next season. Once LOI day is over, that's pretty much it. Unless you are somehow able to find some promising players that are eligible immediately. Pitt has already added 2 such players: Peterman (QB) and Scarpinato (DT). Now we see they are still working on a 3rd: Araujo-Lopes.
In Araujo-Lopes case, it would seem that the staff is looking for a slot receiver type of player that may have some explosion and field-stretching capabilities as well as a little more experience and physical maturity.
There is a bit of room under the 85 limit on the Pitt roster to allow for some moves like this. These coaches seem to have the networking abilities and contacts to be able to find some players that could possibly help right away. Think it's good to see that the staff is out there beating the bushes to try to supplement the roster for right now to try to fill some possible holes created by some prior attrition and do what they can to try to help to get some immediate results.
