So I have not been able to find anyone with a good contact for Milligan yet. With that being said, the situation is pretty clear. If they can get him into school, it will happen. The kid wants to be at Pitt, and the staff has put it in motion. Unfortunately, it is going to be very difficult to get him through.
They basically have this week to add a player. Can't imagine anyone other than Milligan, but anything is possible. I believe classes start today and add/drop period is like September 11th. I would put the deadline as this weekend.
Also, James Robinson got his boot off last week. Very close to getting back to workouts.
