Two of the biggest differences in rules for college and pro football are the one in the thread title and the notion of PI being 15 yards in college as opposed to a spot foul in the pros. Are there any historians on here who know the reasons behind these discrepancies? I know I could google it but I figured there might be others who are interested to know as well.
