Paterno, who was seen at the time as a disciplinarian, then texted two of the players to advise them on avoiding the campus adjudication process.
When the school attempted to reform its disciplinary system, the report said, Paterno resisted. “What ensued was an overlong and dysfunctional standoff between the football program and student affairs officials with the president positioned somewhere between the two sides,” the report said. “Some members of the football team, aware of the conflicts, took the program’s attitude toward the student conduct process as license to break the rules.”
It was worst in my opinion, Joe for whatever reason personally attacked other Coaches, Schools, Programs, Players and established a false reputation that many of his and followers believed. They fell for his narrative that the Penn State Way was the right way, and Joe was wrong to do it when he causing the University lack of following the all the rules as stated in the Freeh & Clery Reports.He didn't. Original story stated he had someone text the players. Joe was old school Eyetalian. He wasn't gonna' talk on phones or send e-mails or do anything that directly implicated him. He was always going to have that layer to assist on the burden of proof. This is no different than any other coach, by the way.
The issue here is, that Penn State was really just Florida State or Louisiana State or whomever. Despite five decades of telling us that their players were all perfect men of character and this pristine campus never had any issues, it turns out that, no, you're not unique because you're just like everyone else. You just hid it better.
And don't forget he got Vicky Triponey fired for actually standing up to him. Joe should have retired or be fired, when he threaten Penn State & Employees by saying he would not raise money and caused an intimidation atmosphere showing he was out of touch of the realities that he only the Coach at Penn State due to Penn State University giving him that opportunity, and he himself was an Employee.
When Joe refused to even discuss in 2004 he Retirement and Penn State was in fear to enforce Federal Laws on Title IX, adopt Big Ten Athletic Integrity Agreement, and could have Institutional Control over Joe, plus being in Undisclosed business Interests with Trustees.
This is where Joe got bigger than the University and his march towards 409 was an unintended joint design approved by Spanier who could not dare to challenge Joe and at the same time, rewarded Gerry Sandusky for The Second Mile being part of Penn State?
College Football was changing with more Title IX Regulations, NCAA Rules, and Social Values and Joe thought just talking about Graduation Rates, defending Players so only eh could Discipline them so he could play them, was in ever changing world Paterno never adapted too. Joe became Penn State Football and the fact was a big mistake for Penn State.
Today, No Coach can become bigger than the university and all must come under the Federal & State Laws, NCAA Rules, Conference Rules, and University Regulations as overseen by Trustee or Regents and the Chancellors or President in charge to execute them.
Baylor University found that out too! Penn State still has Remnants of the Corrupt Penn State Football Culture burned into the memories of its older Alumni, that feel Joe was given a raw deal.
When in reality Joe's Success was not based on the Honor they weer told by slogans and just allowed to stay too long at Penn State because Penn State wanted the money even when Joe was winning as the 6th best Team in the Big Ten so he get 409 NCAA Record.
Today, after all the Fines, paying for all the Trials, Defense, Lawsuits, Reforms, and having to hire many more Staffers for Athletic integrity Compliance's and overseeing Children Protection Procedures & Training for all Employees and Students....Penn State Budget is $5 Billion lighter and still growing over the Penn State Football Scandal.
This is why it is the worst scandal in college football history and LSU, FSU, USC, and even Baylor won't compare to what happen at Penn State University Football Program during the Paterno Era!

How does this hurt them? That have already spent out hundreds of millions of dollars. Their football team is now back to 107,000 white outs, big wins over top 10 teams, rioting in the streets and a likely lucrative NYD bowl. Don't see much that has changed from the Paterno era.

Joe Paterno nor Art Briles were responsible for the Clery Act it was the College Presidents just like the making sure the follow NCAA Rules. Yet, as the DOE Clery Act Violations Report & Freeh Report pointed out Paterno interfered with many aspects of PSU from enforcing Title IX, AIA, Clery Act and other Athletic Integrity Compliance's.
Now that it is coming home i still see no Ray Blehar's Analysis how the Freeh Report or Clery investigative report were ever wrong about Penn State. I would keep an open mind if he does too. But for a Guy that bragged about working for Inspector General's Reports, the Education Department Title IX Clery Act should have been right up his expertise and alley to analyze. Just an opinion!
I respected many aspects of Ray Blehar's Blog on different aspects how PAOAG and Others did and did not investigate some Criminal aspects as well as parts of the Freeh Report dealing with that aspect. I support more inquiries too, but Ray never understood the compliance part now out and verified! I commend Ray on that aspect and Ziegler attacked Ray as well proves Ray far more reliable and verifiable with his work. Some PSU trustees did bring shame upon Penn State by being in Undisclosed Businesses, with the University and some Employees.
As well as, The Second Mile was given a complete pass along with DPW and in my view some constitutional rights of Sandusky were stepped upon by some Prosecutors now part of the Porn Judicial Scandal, that has gone silently away? I still think the Victim's and Matt Sandusky will prevail and told the truth so i am not saying Sandusky is Innocent by any means, just how he went to Trial and had a horrible Defense in a hurried process is important or all and anyone being prosecuted anytime. Constitutional Rights are supreme to protect all of us for a right to defend against anything. I have no problem with a New Trial and i don't think there would be a different verdict, but again, just an opinion.

I still judge Paterno & Briles on separating their Coaching from running their Programs. In the case of Paterno he just stayed too long and refused to accept new rules over him, and it hurt his Legacy. Joe became more confused as well as seen once he got sick after 2005 but wanted that 409, that was mistake.
Briles was told to stay out of Title IX Enforcement but he too had to ignore something Briles now admits & regrets. I think he would change if hired again unlike Paterno that believed he never needed any changes. Just an opinion.
However, although the Penn State Football Culture has been given 2012 Reform, but agree with many there still exists major beliefs nothing went wrong, and until Penn state grows some courage to bring back and Honor Sara Ganim, Louis Freeh, Matt Sandusky, and other Media & Child Protection Experts the Culture is not changed!
