As a rapper, sure. But as a producer and as someone who pushed the genre forward? Don't agree there.
X had 3 hot albums in about 2 years (98-99) and lived off them for 2 decades. He parlayed those albums into a few movies that were passable for the time. At that time, in that moment, he was the hottest rapper around and there was not much question. Guys like Jay Z and Ja Rule and others were the other acts and he was the headliner at the concerts and tours.
It is a sad story as it seems like the guy always had problems. I think it says a lot that most everyone that came across him in his business has nothing but kind things to say though he had all of the issues.
Kanye came to prominence a little later, after X was cemented and was already coming down. I find them hard to compare though Kanye clearly has had a longer run as an artist, let alone his real impact as a producer. I think at their respective hottest, X was probably more popular but it is very close and hard to deny Kanye.

Kanye isn't an all time great rapper. There are many more talented rappers.
