PA clarified guidelines for parks and recreation facilities. It doesn't appear that mass gatherings greater than 100 people will be allowed until the county is in "Phase out." The "Green Zone" only permits non-contact practices of 25 or less people including coaches/parents, etc.
My guess is these rules would also apply to HS and college teams. So, I would think:
Green Phase - youth baseball allowed (non-contact sport), college football conditioning and non-contact drills in very small groups. I think all other youth team sports would be considered "contact" although you can have non-contact practices
