Very well put, JoePA got selfish wanting to stay far past his time, wanted that 409 no matter what he says, and got sloppy not allowing the University as required to control his Players as Students as required by Title IX, Clery Act, Athletic Integrity Agreement, No Code of Conduct, Cooperation with Judicial Affairs, and Outside Investigations, and even reporting his Salary as required by Law. This was Lack of Institutional Control over Joe and Joe was not beating Big Ten Teams like he was in first few years. This is what upset most other FB fans about Penn State Fans.
Joe thought just graduating his Players was good enough and he did not do that ever at 100% Rate but often at 90%, 70%, and about 9 years below both too. Joe Negatively branded other Universities and Coaches as well while being hypocritical when he was caught not following all the Rules and the NCAA did not investigate him as they should have or this would have been discovered way back in 1970s.
Yet, I can separate Joe's Great Coaching, Charity, and Vision to build his Program, from mistakes he made and the University that allow him to not be under control and that 409 cost Penn State by shaming their name. O'Brien & Franklin were under different Ethical, Athletic Integrity Compliance, and NCAA Rules requirements standards than Joe!
Somewhere along the line, they made the dumbass decision that letting him chase the win record & giving him a farewell decade was more important than winning football games.
When he refused to retire in 2004, he should have been fired but all of Penn State Higher Ups were all frighten and it was done only after the week he won 409? Now that the PMA Unseal Documents are out, his legacy is ruined in his own hindsight.
