If you can't beat out Rutgers for a recruit you really want, especially right now, you're in trouble.

A single season record has only a small impact on a recruit. These guys have been in contact with coaches for a couple years already and the relationship can trump on bad year.

The Rugrats have only had one GOOD year since the Carter administration.

I am well aware of that. But I'm not talking about "one bad year". Rutgers is a college football backwater and always has been. Schiano elevated them a bit for a few years in the old BE, but those days are long over.
If the kid wants to play in the B10 and is holding out for a better B10 offer than RU, I get that. If he really would prefer to play at Rutgers over Pitt, or just about any other P5 program, I don;t get that.
