Does it prevent dynamic pricing and percent resale at higher than face value?

Big government coming for concerts now. Buy a ticket but can't make it. Won't be able to profit off of it. I am definitely against "bots" buying tickets. I am not against actual people buying anything to profit (tickets, houses, baseball cards). If people are buying things to sell, that means you set your price too low.
