It's temporarily going to the Air Force before they are going to need tens, if not hundreds of millions in retrofitting to tear it apart piece-by-piece to inspect and replace virtually every piece of electronics, paid for by the US tax-payer.
Then just before he leaves office it will be transferred to the Trump Library Foundation, for his personal use. Then the maintenance and upkeep will be paid for by other untaxed gifts made to the Trump Library Foundation.

It’s a procured museum display item, similar to an item you might see at the Smithsonian, like a dress worn by a First Lady. Or a microphone used during an important speech. Or a chair George Washington sat in. I can promise you that Ronald Reagan never used that AF1 for personal use. It was retired and sent to a museum.
