It appears as though the referees missed two calls at the end of the game allowing OSU to win on a 3 point buzzer beater with a second left. I thought the passer stepped out of bounds before passing. The shooter never established himself inbounds before he caught the pass while taking the final shot. He only had one foot inbounds while the second foot was still in the air when he caught the pass. I can’t believe Rutgers did not challenge the basket . Couldn’t the play have been reviewed?

I just caught the highlights of the game. The officials absolutely missed that call.

You only need to establish one foot inbounds to be the first one to touch the ball if your momentum carried you out of bounds. The rule changed pretty recently.
 
Holden ran out of bounds while heading up the court, jumped back in bounds, caught the ball and fired off the winning shot – a violation according to Rule 9, Section 3, Article 1 of the official NCAA rule book.

It states, “A player who steps out of bounds under the player's own volition and then becomes the first player to touch the ball after returning to the playing court has committed a violation.” There is an exception, outlined in Article 1b: “A player whose momentum causes that player to go out of bounds may be the first to touch the ball inbounds if that player reestablishes one foot inbounds prior to touching the ball.”

Since Holden went out of bounds under his own volition and not due to momentum caused by diving for a loose ball, for example, he should have not been permitted to be the first player to touch the ball on Thornton’s pass regardless of if he got at least one foot down before catching the ball.

The situation is not a reviewable play.
