First off, I can admit maybe this is cyclical, but this has been happening for awhile. I think some reasons are obvious.
1) The one and dones have hurt. Sure, Duke is in the top 5 in recruiting every year. But that's just it, they are poaching 4-5 of the top kids every year that years ago, some of these would be going to Carolina or other ACC or Big East schools. The one and done concentrates talent not spreads it out.
2) More teams are now in the ACC footprint so more teams are mining for talent.
3) Biggie. The SEC has now become serious about basketball. They are awash in cash and now spending it on hoops too. You know what? The Big East schools are not constrained by football, so they can spend all on hoops. So these programs in the east now pay for coaches as much or more than the ACC. The ACC's revenues maybe hurting them in hoops as they continue to spend more to keep football relevant.
4) Recruiting. This is where I can't get a good handle. Rivals does a good job with football recruiting analysis and rankings, but an absolute horrid job in basketball. Everyone who isn't a top 125 kid is a 3 star. So a Justin Champagnie or Au'diese Toney is rated exactly the same point wise as Nate Santos or Chris Payton. For example, Pitt had the 46th ranked class last year. That's 2 signees at 2 3 stars. It was not the 46th ranked class. It was horrible. In football, at least they try and differentiate with a 5.5, 5.6 or 5.7. And in football they are not afraid to throw out more 2 star ratings. Rivals seems really reluctant.
So my point here, PSU has right now the 29th ranked class! Yeah. 5 recruits, all 3 stars. They have a couple of kids who's offers are mainly Hampton, Bryant, LaSalle those types, and another has some nice offers like tOSU, Purdue, Auburn. But all of these kids are rated the same. The only reason why I am saying this, I could care less about PSU, but.....it really makes it hard to determine really how well the ACC is recruiting or not recruiting. Right now here are the ACC classes for 2022:
