I feel that is a complete fair and accurate statement and Joe was doing that from Day One when he took over in 1966. A Brilliant Coach, Super Husband, and Father too. I learned to respect Joe and get attacked in saying he still deserves admiration and earned his wins.
But you touched upon the problem. Prior to 1990 and even in 1990s there was no Clery Act or Internet, all Programs had Players problems and Coaches took care of it, not College Presidents. Joe preached an practiced Old School Get an Education Values too with his Wife earning a Pension Tuturoing Players as well.
However, by 1996 and 2000 when Clery Act was revised and started to be enforced Instant Internet would reveal Players Arrests, Penn State still allow Joe to run his Program as he saw fit and if some objected they were dismissed and it became a Lack of Institutional Control because everyone wanted to see Joe break 409, and that meant Joe was bigger than the University.
Even in his latter Press Conferences Joe often got refused and even got credit for games he did not attend recovering from illness and we know Joe had cancer his last year. This never exonerated or excused Penn State from not following the Law, Rules, and Regulations and it was more than Clery Act outright breaking and ignoring that Law, but Big Ten (AIA) Athletic Integrity Agreements Compliance's too, and of course NCAA Rules! Trustees being in Undisclosed Businesses with Joe also sent a message Joe was untouchable even to Spanier could not control Joe, Curley was his Puppet, and Schultz Protector and they visited in 2004 concern over wins and losses, but shown the door.
Sandusky Crimes exposed Penn State University Illegal Non-Compliance's with the Title IX & Clery Laws, Big Ten no AIA Regulations No Athletic Code of Conduct, and NCAA Lack of Institutional Control. O'Brien still won on the Powerful Program Joe founded, and now Franklin is winning big under the 2012 Reform, and PSU held itself accountable so all is well now and for the future!

Laugh it off, but that clearly affirms that the story is bullshit. Paterno -- as verified by anyone who knew him -- didn't text, didn't even e-mail.
