I could see that on plays involving the QB, but would be very difficult to enforce in the secondary. The plays happen so quickly and you could almost always make an argument there was no intent to harm the player.If you are going out of your way for a knock out blow, that's intent. If he is crossing the middle and helmets colide because you both dropped your helmet, that's not intent. Watch Ryan Clark and you'll see plenty of intent.
I'm not saying that, they need to make damn sure the player made helmet to helmet contact or targeted the head. They do this through replay upstairs, so I rely don't think the system is broken. unfortunately, as with all rulings/calls, there are going to be mistakes.So throw everybody out the way they are doing now?
