Well, if that's really all there is to it, then location doesn't matter. A guy with that skill set should be able to close with recruits anywhere. Partridge may generally be a good recruiter, but he's especially good in Florida for a reason.
Coaches constantly talk about how recruiting is really about relationships. Partridge has them in Florida, which is why he does well there. Coaches build relationships with HS coaches, trainers and others, and get in early with good recruits, some who are not well known generally. The relationships with these players start early, trust is built, and you can sometimes win recruiting battles against the top schools. When Pitt wins these recruiting battles, the players almost always talk about the trusted relationships they built with coaches.
And Florida is loaded with super talented guys who don't impress on the field until late, but a guy like Partridge will know about them before a lot of other coaches. Michael Smith, who we just signed is a perfect example. Described as "freakishly athletic", he was a bball player who didn't start playing football until his junior year, and in the top FL classification, didn't produce much that year. But he was dominant his senior year, and Pitt somehow was one of the first to notice. He has the potential to be a very big time WR in college.
