What's the deal with this Paul Skenes card?

Its a 1/1 autograph card and the Pirates are offering 30 years of season tickets behind home plate plus other great perks to anyone who gets it. Do they plan on selling it? Giving it to Skenes? Selling it to give Skenes the money? This is bizarre. Starkey and Muller were talking about this and also how long Skenes will be here. They said 3 more full years then trade midway the next because that should be max value. How many more years is he under contract for?

Pretty sure him finishing in the top two in rookie of the year voting means we lose a year of control. Well, more accurately, it would be as if he began this past season on the major league roster. If that isn't the dumbest rule in the history of professional sports, I'm not sure what is. Not the least of which reasoning being it's a subjective award (granted, it was pretty clear this season). How many more impediments can you throw at the small market teams? Just start picking the entire draft order out of a hat.

The card also has "MLB Debut" patch the was on Skenes' jersey for his first game.
