Well if they score a TD they're probably going for two regardless if we kick the PAT. If we would've gotten the 2, it'd be 26-28 and a field goal still wins it.

If Cincy was down 5 and scored a TD, they'd be going for 2. So Pittsburgh would be down 3 in that scenario anyway.

Would've been the dumbest thing ever a few years ago. That is why they did it though, PAT is about a 33 yard kick so there is a chance a kicker could miss it. And missing the 2 point try doesn't really hurt much there.
