They don't place teams regionally anymore, and haven't for more than a decade.
The 1 thru 4 seeds gets placed in a location for the first weekend that is close to home (where possible)... but after that, only the #1 seeds are placed regionally. And even then, it isn't a sure thing. UConn was a #1 seed in the West in 2009, for example.
