Would it be legal for an entity say the ACAA (replaces the NCAA) creates a league with the specific rule that the athletes sign a contract forfeiting NIL rights for the ability to play in the league. In return they get the modern perks already given to athletes plus a $10,000 a year stipend tied yearly to inflation (Or deflation, haha I know).

In this scenario there are players that want to play and get free tuition.

I know I’d rather watch this than a NFL minor league even if the players are not future NFL guys.

But would it be legal?
