Education, recruits in most cases and at most schools arrive on campus to major in college football, at ups they have a choice, planting Kentucky 31 grass, making ice cream and/or Parks and Recreation.Kiley spent 4 years on scholarship and will graduate. He has played in 2 games in his career and there's no reason to believe he would see anymore time than that next season. Is he leaving because he hates Franklin? Because he was pushed out? Because he wants to go to a school where he will actually see the field? Who knows, but he got a free education and Penn State honored his 4 year scholarship.
So far there is only one transfer that will really impact PSU in the future and that is the LB Reeder who transferred to Delaware. He was a freshman that was going to provide depth in 2016 and compete for a starting spot in 2017. The de-commits are a different story.
