1980’s Pitt Football

Since I was only 4 when the 80’s ended, I’m curious as to the opinions beliefs and facts as to why Pitt never truly regained national prominence after the 1981 season. I’ve looked at the schedules and scores on Wikipedia from time to time and while there are no game stories to go with them, it seems like there were many games that should have been wins that weren’t and games against highly ranked teams (ND, Miami, Oklahoma) were Pitt got their doors blown off.
Based on things I’ve read on this message board and knowing the players we put in the pros, it seems we were still getting highly regarded recruits up until 1991 roughly.
So my question is why didn’t it come together after Sherrill left? No elite QB? Coaching? I’ve heard about the school handcuffing the football team with admission requirements. Was there also a lack of financial commitment?
