The easy cuts are coming now.
Just wait if school doesn't resume with students on campus the University landscape will change for the worse with football programs who lose money or break even going by the wayside. Especially for state funded Universities.
States will be filing for bankruptcy, defaulting on their obligations, so University sports programs including football will be on the chopping block.

He thinks college football will kickoff the normal time with absolutely no restrictions on fan attendance. 100K at PSU, OSU, Mich, Tennessee, and Alabama.
