While 23 rebounds is a historic number, Lampkin came into the game as a known immovable object. What I saw during the game was Pitt taking advantage of the lack of speed in pick and rolls and back screens. The staff knowing that G gets knocked off the blocks by a stiff wind and that Cam is a slow leaper, chose not to play Kante more. Why? Maybe to reduce the number of fouls or efficiency on switches, but it was deliberate.
While I also think that Capel should substitute more often, his coaching style is to go about 7 deep. I recommend looking at the ACC basketball stats website.
