FIFA really bungled this tournament. It was a good idea but not including the best Euro teams and instead teams like Red Bull Salzburg, Porto, and Benfica instead of Barcelona, Liverpool, Arsenal, Tottenham, etc is pure idiocy. Even historically good teams like Dortmund, Atletico, and Inter dont move the needle. I dont know how you can have UEFA send 12 teams but Barcelona and Liverpool not be included.
Only performance in the UEFA Champions League should be used to qualify. It should be the champions and runners-up of the 2021, 2022, 2023, and 2024 tournaments plus the 4 best wild-cards based on UCL performance. This would be:

Chelsea
Man City
2022
Real Madrid
Liverpool
2023
Man City (already qualified)
Inter Milan
2024
Real Madrid (already qualified)
Dortmund
So 6 spots open. Start going to semifinalists who haven't already qualified:
2024 - PSG, Bayern
2023 - AC Milan
2022 - Villarreal (OK, not a good one here)
