18. Penn State Nittany Lions
Penn State has a strong local recruiting base, is not afraid to spend money on the trail or on facilities, and has traditionally turned out NFL players. If there's a residual stain on the brand from the Sandusky child abuse scandal, it's not being felt much on the recruiting trail -- the Nittany Lions have a top-10 class coming in for 2016.

46. Pittsburgh Panthers:

There are plenty of good players in Western Pennsylvania and the surrounding areas, so that's a plus. Minuses include the lack of an on-campus stadium and a revolving door of coaches, giving recruits pause.

48. West Virginia Mountaineers

There isn't much in-state talent, meaning the Mountaineers have to target crowded Western Pennsylvania and the Southeast to find players for a Texas-and-Midwest league. A good fan base and a recent strong NFL track record are helpful on the trail, however.

It is not what his class is ranked. It is the ranking of easiest recruiting jobs. Penn State is the 18th easiest place to recruit. Then again when you have had two of the greatest liars there ever were in Paterno and Franklin, why wouldn't it be.

18 is not a good class. If 18 is the best he can do, then recruiting isn't going Franklin's way right now either.
 
Its not. 18 is not very good. If they are content to be a middle tier in the Big 10, then 18 is okay. They aren't going compete with tOSU & Michigan on a yearly basis with classes like that.
18 is pretty good and they're lucky to even be in the middle of the Big Ten.
 
Totally subjective. I think its a pretty tough place to recruit. It's probably easy to sign a Top 20 type class at PSU, but its damn tough to bring in the type of classes you need to win at a high level consistently.

I agree, and he has dropped from Top Ten Status when the Article was written!

Even worse, Meyer, Harbaugh, Dantonio, have jumped up and they Coach Up, unlike Franklin!
