Extra year of eligibility

I guess I was wondering how it would work with scholarship numbers? Would the overall limit be increased - is every school going to be allowed to do this regardless if they play or not ? If acc and sec / big 12 play - but big 10 does not - how would it work ? Seems like it could turn into a real cluster &%€#
