Time and time again we see coaches/agents allegedly paying college/HS players. It's ALWAYS from the same source though. Same group of coaches, same group of schools. Does the NCAA have a broken system, or is it just a group of 15-20 coaches that can't stay clean?
The issue is the incentive to cheat. Granted, the incentive is gone now that the FBI is involved. If they catch you, they'll slap cuffs on you, not give you a slap on the wrist like the NCAA has done time and time again. Coaches + assistants have a massive incentive to cheat (pre FBI).
Pay good players = they come to your school
Good players = good team
Good team = money (TV contract, merch, sponsors, shoes, etc)
Money = very happy coaches + universities
Some assistants at high end schools (one's that were/are cheating) get paid close to 500k. Some of these guys couldn't make that money in their entire lifetime if it wasn't for coaching. Before the FBI got involved, they had to contemplate whether or not paying for a kids meal or giving him a few thousand dollars was worth winning. Winning then results in more money in the assistants pocket. The repercussions for cheating? A slap on the wrist from the NCAA.
The NCAA clearly wants schools to cheat. If they didn't, it wouldn't have gotten this far. They try to act like they care by taking down L'ville banner, but what does that do? They refuse to come down on any top school or coach because of the money they bring in for their organization. They pleaded to get the 1 and done rule changed so they wouldn't miss out on a year of some great players, only because they cared about the money they brought in.
Do you think they want Deandre Ayton to go to Arizona, or go to a non P5 school? Even if the kid didn't get paid, he still would have gone to a P5 school, but they certainly want these kids going to blue bloods so they get as much exposure as possible so they can earn as much money as possible. They try to act like they care about cheating, but they don't.
