The NCAA dictates that a school cannot recruit a total of more than x number of stars a year. In other words, once the commits you have total a certain number of stars, you are done.
So if the limit is, say, 75 stars, once the accumulated stars of your commits equals that number, no more recruits.
That will fix things...level it out like the pro draft rules sort of do on draft order and number of draftees...
