He might get invited as a longshot finisher, but he won't win it unless he has a monster season AND Pitt wins. Less than 1500 yards from scrimmage and an 8 or less win season won't even get him close to invite, let alone a win. A RB basically has to have at least 2000 APY to have a chance. In the last 30 years the only RB on a mediocre team to win was Ricky Williams and of course he broke TD's record and had 2600 yards that season.Too much of a feel good story for the media to eat up. If history means anything, local guys like Cook would search for reasons to not award a Pitt player the Heisman.The votes wouldn't even be there for the region. I could only find a 2013 list, but votes go to guys like Paul Alexander, Ron Cook, Mark Dent, John Harris, Ron Musselmen, and some guy that writes about HS sports for the Beaver County times.
I'll add to that by pointing out that writers in the Northeast & Mid-Atlantic that are suddenly part of the B1G or Big 12 sure aren't voting for a Pitt player unless it is absolutely overwhelming that this kid deserves it. Even then, you can bet on decent from several PA voters. No doubt in my mind about that.
