Well it is possible that not all the tickets are available there. For instance if Navy has not sold out of their allotment but those tickets haven't been turned back in yet because they are still trying to sell them then those wouldn't be counted. It is also possible that all sections aren't up for sale. For instance the organizers decide that they are not going to open up the seats in section 8 until all or almost all of the tickets in section 7 are sold. Which would explain why there are 225 tickets available in section 7 but none in section 8, which are worse seats. Note that I am not saying this is what is going on, merely that it is possible.
