Sounds like even more garages and less surface lots. I'm in need of 2 (or even 1) in Red Lot 7C, and got a no. It's certainly not a priority points thing or time as a ticket holder, as I have those in spades - simply put, the spots opening in surface lots are getting eaten up by more North Shore activity.
