That doesn't matter in college. In college where the ball is is what matters. If the ball breaks the plane it's a touchback, if it doesn't it isn't. In the NFL the rule is kind of the opposite, it matters where the player is. If the player touches the ball while he's in the end zone it's a touchback even if the ball doesn't cross the line, and conversely if the ball is in the air you can jump from outside the endzone and knock the ball back into the field of play.
