They paid because it occurred on their property. They owe people on their property (those who are not trespassing) the highest duty.

Those people are such idiots they don't even realize what they're saying. Yes, the board is trying to cover what really happened. That doesn't make Joe innocent though. The reason they pay up so quickly is because if they put up a fight they are afraid people will find out the real truth and everyone involved.
