THEY DON'T!!! Those salaries are not mandated. You didn't prove that NBA players had their pay mandated by an organization, like you suggested the NCAA should do for coaching salaries. That is the whole point. The NBAPA agrees to a structure in exchange for other concessions in a collectively bargained deal.
