Transfer portal question for yinz

So if this is a dumb question call me out but what is the true value of putting your name into the transfer portal?

you can still transfer out if you don’t. Is this just a legit way to get your name out to prospective schools? Sort of a free avenue to get the message out that you are available??

if you are not in portal, coaches can’t contact you but if you are in portal, coaches are allowed to contact you??
