As of 2009, the National Collegiate Athletic Association (NCAA) recognizes the All-America teams selected by the AP, AFCA, FWAA, Sporting News, and the WCFF to determine Consensus All-Americans. If three of these organizations select a player to their first team, he automatically receives the "Consensus" honor. If a player is named an All-American by all five organizations, he receives "Unanimous All-American" recognition. Depending upon the distribution of first team honors at any given position, it is possible to be consensus with fewer than three first-team selections.

Anyway one cuts it, Penn State usually has the better Recruiting Rankings and more Higher Star Recruits. Still, Penn State often overrated in College as proven by poor performances in the NFL. Penn State has more NFL Drafts Bust than any Program in FBS History. Larry Johnson was Great in College and NFL for a few years, but a Big Embarrassment except for Gerry Sandusky. Larry arrested in 2014 for 4th Time? This is not an opinion, it is a Fact Recruits at Pitt do better in the NFL than Recruits that go to Penn State especially since 2000. WVU had 2 All American Players Undrafted in the NFL and did not last long. Again, Pitt proved by far to produce less but Higher and longer NFL Quality Players with many Awards. This made them Richer too than Penn state or WVU Players. Recruiting Rankings are Great but if Recruits that want to play in the NFL have better chance and doing well in the NFL by going to Pitt.
