I believe the use of any mechanical device to make noise is banned by the NCAA. PSAC games (div. II) are very proactive with this, at least for playoff games. You aren't even allowed to fire off guns, cannons or fireworks after scores. Kinda rediculous IMO.

Mississippi State requires fans to ring bells if they want to sit in the stadium. Ever see or hear a game from Starksville? Maddening.
