Why didnt the ACC get the Gasparilla Bowl (Tampa) vs Florida?

Wasnt this an ACC bowl game? Its Florida vs Tulane. Pitt got a non-ACC bowl and the ACC didnt send a team to its contracted bowl. Did Tulane/AAC make some deal with the ACC and the bowl game to send its team there? And perhaps Pitt was ok in going to Detroit for the much easier game?

I think the Gasparilla, Birmingham and First Responders get one ACC team between them all. Sounds like a stupid arrangement, though.
 

Basically they have pretty broad rights to invite "leftover" teams. Oh well.

As of the 2020 football season, the bowl has a large set of tie-ins, such that it could feature teams from eight different conferences as well as two independent programs:[18]

Leftovers. Haha. So the Game Above Bowl is just above the (very overused I know) toilet bowl. Table scraps.
 
There are very few meaningful bowls these days. I mean maybe that was true for most of football history since they were started by and ran by local hotel chains and chambers of commerce but here we are.
