The idea was to foul before he was in the act but they couldn't get to him. Probably because they didn't have all 5 guys outside the line.Also, why not foul there if you’re UCLA?
They easily could have fouled the guy bringing the ball up the court, before he passed to the shooter. 2 Bruins were near him, but neither challenged him. And of course as you mentioned, they were not guarding the shooters, either.
